United Nations Human Settlements Programme (UN-HABITAT)

UN-HABITAT
The United Nations Human Settlements Programme (UN-HABITAT) is the United Nations agency with the mandate for promoting socially and environmentally sustainable towns and cities, towards the goal of providing adequate shelter for all.

UN-HABITAT addresses issues related directly to the United Nations Millennium Declaration, particularly the goals of Millennium Development Goal No. 7, Target 11, to improve the lives of at least 100 million slum dwellers by the year 2020; and Target 10 which calls for the reduction by half of the number without sustainable access to safe drinking water. It also addresses indirectly Goal 1, which targets the Eradication of Extreme Hunger and Poverty.

UN-HABITAT's strategic vision is anchored in a four-pillar strategy aimed at attaining the goal of Cities without Slums. This strategy falls under the four core functions assigned to the agency by world governments - monitoring and research, policy development, capacity building and financing for housing and urban development.

UN-HABITAT Program Support Office, Nigeria (UN HAPSO)

The UN-HABITAT Program Support Office for Nigeria (UN-HAPSO), working with the three tiers of government, development partners, professionals in the human settlements sector and civil society groups, provides technical and other assistance towards meeting the MDG aspects of its mandate through knowledge management, advocacy, capacity building and related support.

UN-HAPSO was established through a memorandum of understanding signed between UN HABITAT and the Nigerian government in August 2002, and became operational on October 2, 2003.

UN-HABITAT has extended technical cooperation to the country in the following areas, among others:

Sustainable Cities Programme (SCP)
UNCHS, now UN-HABITAT, introduced the sustainable cities programme to Nigeria in 1995, when the Sustainable Ibadan Project was approved as one of the pilot cities chosen globally to showcase the principles and ideals of the SCP. Under the UNDP 5th Country Programme, UN-HABITAT expanded the SCP to two additional cities, namely Kano and Enugu.

Water for African Cities (WAC)
Along with the Federal Ministry of Water Resources and state authorities, UN HAPSO is working to improve access to water supply to urban poor and accelerate the achievement of SEEDS and MDGs and to strengthen the capacity of State agencies for efficient delivery of service, extension of service to urban poor, and to facilitate equitable social, economic and environmental development.

City Development Strategy (CDS)
In active collaboration with the World Bank, UN-HABITAT has provided technical assistance to the formulation of City Development Strategy through funds mobilized from the City Alliance Programme.

Housing and Urban Indicators Study
UNDP/UN HABITAT in collaboration with the Department of Lands, Urban Development and Regional Planning of the Federal Ministry of Environment, Housing and Urban Development, embarked on a nation-wide Housing and Urban Indicators Study for 108 cities in the country, which works out at about three cities per state.

State of Nigerian Cities Report
UN HAPSO in backstopping the Federal Ministry of Environment, Housing and Urban Development (FMEHUD), has facilitated the formulation of the State of Nigerian Cities Report project, towards setting-up the Nigerian Cities Network as a major city organ for promoting good governance, economic integration of cities, information dissemination and knowledge management, interactions and networking among cities to be implemented by the FMEHUD. Partners in the project include UNDP, USAID, SACN and FDI. UDBN and HAPSO

Structure Plans for Nigerian Cities
UN HAPSO is supporting State Governments to develop and implement structure plans for Nigerian cities and local councils through capacity building activities to achieve the goals of: SEEDS for poverty eradication; the Habitat Agenda seeking adequate shelter for all; and, contribute to attaining the MDGs by improving urban management. The programme is already operational in three states.
